when the internet guys called up to check on how our internet was doing, I told him it was WAYYYY slower than I expected. He told me to go to speedtest.net to check my speed. At times, the download speed is 6Mb/s while other times it hardly goes past 1.5Mb/s. The upload speed is almost always 0.50-0.51...is there supposed to be a 'normal' value to these speeds? Should I be drawing any connections with these values and my wireless speed of 54.0Mbps?

I can't say for sure what they advertise, but that's way below standard... You should take a speedtest at noon, 3p, 6p, 9p, and compare the results; then call your tech department and demand a tech come and look at your speed problem and state that you've been receiving slow speed downloads and horrible upload speeds and specify what your speedtest shows.
