much to my suprise there is an easment across my property for the electric company. They came by and mowed the area at the end of fall. In the process they mowed down all the blackberry canes. Now I don't mind because the canes will be back. But what I'm thinking is that I would like to move them when they come up so that I can keep that area mowed myself. Basically because my rear window got broken when they came through. And although they fixed it quickly I'd still prefer to take care of it myself. It seems that they like to grow right at the edge of the trees. Is that just because that area doesn't get mowed and they would prefer to be in full sun?

You can't 'move' the blackberries... they will grow where they want to until they are killed chemically, but you can easily propagate plants with softwood cuttings, root division or seeds and start a Blackberry patch elsewhere, then worry about eradicating the vines growing on the easement.
