Has she checked the undersides of the foliage for insects?
Is this happening to all plants in the garden or just the one kind?

looks like whitefly to me. see the tiny white specks on the upper leaves? the bottom leaves look like the juices have been sucked out of them.

She said it is on many of the plants in her garden but it just shows up better on this one for the picture. She also said she'd check for insects this weekend but I haven't heard back yet.
Joclyn, I thought of whitefly also as I saw them once in a very large conservatory but I'm unfamiliar with how (or if) they can be present in outdoor gardens?

I had that on my cucumbers once..I thought it was sunscald.
