My Oriental Poppies were planted 2 years ago but are stunted in the spring and have not bloomed-should I be fertilizing them and if so with what?

Most plants should not be fed unless they are actively growing.
Your Poppies may still bloom this year... Don't give up.
Mine didn't like the wet spring here at all, so were slow to get growing this year.
