About two weeks ago, we noticed that some of our cedar chip covering on our garden appeared to have been turned over. I originally thought it was the result of my wife pulling some weeds, but had not pulled any recently. Over the next two weeks, we identified multiple areas where the covering was turned over, from what looks like something underground.

Any suggestions as to how to identify the causes for this turnover. We are concerned that it might be something like moles, but have not seen any other signs of these.

Welcome, Mike. If you are not seeing any holes or mole runs, it could be something else. Birds looking for worms, for instance.
I had a bad time for a while with skunks doing the same thing and also pulling up all my newly planted small plants. They were not eating the plants but looking for worms under there.
Good luck. Early mornings are the best time to catch whatever it is to identify it.
