I did a little research for you and this is what I found:

seeds can be used to grow more Poincianas. They are an inch long and are gray brown in color. Because the seed covering is very hard, it takes a long time for the seed to get started. A method that I have used is to carefully look at the seed to locate the embryo end - look for a small spot at the tip - the seed scar. Using a pair of pliers, carefully break off the smallest possible piece of the OPPOSITE end. This helps the seeds to absorb moisture and start germination.

Thanks for your help,When you mean the "embryo" end I am assuming you mean the one with the yellow tip.I cut away a small piece from the other end.
By the way ,my seeds are still green as I only picked the "seed pods" a few days ago. Will these seeds that I have germinate? Or do I have to wait until they grow hard and brown?
Any advice would be appreciated.

let them get hard and brown before harvesting. Harvest right before they would normally fall to the ground. I wish I lived in a climate where I could grow them and still stay cool.

I have planted the seeds when they are "Green".Does this mean they will not germinate?I thought they would develop alot easier when they were green and softer. Can you let me know?

Nope, the seeds have to be dried and brown to be viable.
