it's called black spot and it's a fungus...it's a very common problem with roses.

you'll need to treat the bush with an antifungal made specifically for treating black spot on roses. ortho has something and so does bayer - the bayer thing treats a multitude of items and i've not used it...i'd rather have something that treats just one issue...

also, remove the affected leaves and throw them in the trash immediately...don't mulch them into the soil as that will leave the spores there and you'll continue to have the problem.

putting lime on the soil around the bush can sometimes help, too.

to help this from getting too out of hand (it can actually kill the bush if it gets bad enough) you need to make sure there is enough air circulation around the bush as well as that there is good circulation around all the canes and branches...iow, prune the inside of the bush to give more air space. you'll also want to look at all the canes/branches - they should not be touching each other. also, the bush should be located in a spot where it gets at least 6 hours of sunlight a day - the heat from the sun will dry the dew fairly quickly as well as help rainwater to evaporate quickly. (fungus loves moisture)
