I have a 5 year old tree peony that appears healthy but has never flowered. The buds form in the spring but never develop into flowers. It is about 3 feet tall and has numerous stems.

Just wondering; How much sun is it getting? I have seen peonies get enough light to grow and bud, but not enough to carry the plant into bloom. They do require full sun.
