Broccoli question

I have a question regarding broccoli.

I do Square Foot Gardening, which is working well for me for everything except the broccoli. The last 2 years, the plants grow like crazy, are huge, but never generate any heads. What am I doing wrong?

I can post pictures if required (after I take them, of course :wink: )
