I did not understand that planting my new morning glory plants in fertile soil would create lots of foliage, but discourage flowering. I have them in a large deck pot, with a very tall trellis. Transplanting to another pot does not seem like a practical option. Do you think if I remove as much soil as possible and replace with sand that I might reverse this problem?

not really, though I have heard that fresh grass clipping will rob the soil of nitrogen while decomposing, so maybe put some fresh grass clipping and see if there can be some nitrogen taken away. But I would say personally, just leave it be.

Trix,,,,,,,, I have mine in fertile soil in ground ( admended with Rich compost and high grade potting soil and they produce blooms every year,, IF you feel your soil is "too rich" I suppose you could remove 1/2 your soil and replace with a good grade of top soil, and mix it in,,
Mine are just now beginning to bloom, for the most part it takes a while once the vining begins,,,,, for it to start blooming,, I even water in "bloom start,", with mine once the foliage begins growing for the year , but then Again I've never "potted up" morning glorys, I've always had in ground, seeds drop at the end of the season and next spring They grown again,,,,,, this year I'm pulling seedlings from everywhere in my yard, hundreds it seems egad lol
