I just noticed today that on some of my raspberry canes, the new buds instead of forming leaves are 'exploding' into an array of . . . I don't know what.

Does anyone know what's causing this and what can be done about it if it's pathological?

Those 'explosions' are just the leaves in their early stages. As they grow, they unfurl and start to look more normal.
