What's wrong with my rubber tree plant?

Why are these holes in my rubber tree leaf? I've been looking for bugs but can't found one.

I tired to resize the pic, but couldn't make no bigger.

Are the holes only in the newest leaf? It looks like damage that may have occurred while the leaf was forming or unfurling... A larger photo would definitely help.
