I just noticed that the leaves are very shiny and sticky.Should i cut all the way back? I don't know what the problem is.

Knockout roses are usually rather disease resistant, but not completely. The leaves should be shiny, especially the new growth. That is a sign of healthy leaves. The stickiness may be caused by aphids. I would try spraying it with insecticidle soap first. If that doesn't work, you can cut it back but leave at least 6 to 12 inches, or cut it back just past the infected leaves.

Not always a big problem, easy to control, too.
