You have a Chipping Sparrow with a deformed beak. That is fairly common and is apparently harmless.

does this deformity always look the same or is it genetic and the beaks have a different deformity?

Any bird can have a deformed beak. If it is TOO bad the bird doesn't survive. If not too bad, the bird does fine. Usually the condition is a mutation or injury and therefore is probably NOT genetically passed on.
