New lawns need to be kept evenly moist as much as possible. Until well established. How long ago did you plant it?
Fertilizer can burn new grass. But with enough of that even watering it might recover. You'll know if it burned very soon.
My rule of thumb here in California where the sun really shines is to feed established lawns on about a six week schedule. For me it is around holidays. For instance Fourth of July is coming up now so time to feed lightly around now. Then in a few weeks it is Labor day. Another light feeding. Then Halloween, Christmas, Valentine's Day, Easter, Memorial Day. I don't try to do this right on the holiday, I just use the holidays as markers to start thinking about it.
