Look for insect damage. On the leaves and on or in the bark. If you can dig near the roots, try a little of that looking for damage to the roots or holes or rotting. You can try your local county extension office to see if they have any idea. I found this searching bradford pear diseases: Bradford pears will develop blackening of leaves from root stress problems (drought, too much water, root injury, etc). This is their form of leaf scorch. Fire blight is also a disease that affects Bradford pear. A sample would help determine the problem.

This where you go to see your local extension office or contact them by email or phone. I honestly don't know a cure for what you may have. Could the bark damage have been someone using a weedeater near your tree possibly? Those have caused so much tree health issues. Or it could be some kind of borer and need a dormant oil treatment or something. I just cannot help you with that.
