What is going on with my cucumbers? Am I over watering? Looks like it is still blooming.

Cucumber mildew....

Usually comes from having spores in your soil, high humidity(dampness), poor air circulation.

I've lost all cucumber plants in the past two years to this... You can try taking 1 tsp baking soda, 1/2 tsp of dish soap and 1 gallon of water. Make a mix and spray....my plants were too far gone, and I lost them all.
