This is a pic of my aloe. He is about 2 years old and has been outside since I got him. At that time he was about 4 inches tall, now he is almost 9 inches. I do not know what is growing out of him. Can anyone help??

I have a bunch of outdoor aloe veras here. I have never seen that type of growth and it is not a natural thing. I would remove it as best I could. It is probably a fungus of some sort.
Other than that your aloe looks pretty healthy. I think it will recover nicely.
