Thinking it's a 'White bell flower'..I'll have to search the true name..sec. Can't find the exact variety but it is in the 'Campanula' family.

Yes it would be a campanula medium. It is usually a biennial so the first year it stayed just a small plant and sprung up the second year. If you save the seeds and plant them, they will do the same.
