Bug apparently destroying plants. Pic/ what is it?

These bugs are all over my mother-in-law's plants in her front yard. We have no idea what they are, and frankly, they are driving her nuts (and me as well). There are tons of them, and she thinks they are killing her plants as well. Does anyone have any idea what these things are?
