Welcome. Lilime.
I'm wondering if that is a fungus growing on your willow. Is it a similar texture to a mushroom? Kind of fleshy?
If it is more like twig growth, you will have a lot of suckers to deal with.
I really am not sure. Neither of those will really harm your tree if that is what they are. Just give you things to knock off of it.

I wouldn't say mushroom like. They feel more rubbery feeling and they're up the whole tree trunk. They sure look harmful!

I have no other suggestions as to what they can be. Taking a sample to your local county extension office may help.

Another person online told me it was borer beetles. And a garden guru down the street said it was new tree growth from all the rain we've had recently. I'm going to leave it be and wait to see what happens. I can update again later when hopefully it becomes more clear as to what it is. Thanks!

Yeah id go with the Guru. that looks alot like roots to me.

Well it turned out to be not much at all. All the red little spikes are gone and the tree's already sprouted all it's leaves this spring. It's good too go. How crazy was that?!

Awesome! I am glad. willows are nice trees in the right spots. It is sad to lose a tree. .
