Anyone got any ideas on how to stop these from breeding in the soil of houseplants? On the larger plants I am trying the "deep water and leave the first inch of soil dry" technique, which seems to work for those pots. But, I can't do that for the small plants.

Spray the soil surface with insecticidal soap or with a mix of a little dish detergent in a quart of water. Keep it up nd the bugs won't like you any more.

Got get some "Mosquito Dunks" at the garden center. Put one quarter of one in your watering can. It's BT, a larvaecide.
My memory's not as sharp as it used to be. Also, my memory's not as sharp as it used to be.

Well spraying the soil surface with insecticidal soap or with a mix of a little dish detergent doesn't seem to be working. Never heard of Mosquito Dunk before. Know where to find it?

Walmart or Home Depot both carry it in the garden/pond section. It comes in 6-packs or larger in small doughnut shapes.
