I have 10 flowering cabbage plants that have grown long stalks and have what look like tiny green beans are these seed pods and should I cut the stalk off?

Yes! Cut off the flower stalks/seed heads... Ideally you should cut off the stalks from Flowering Kale as soon as they begin to develop.
