I grow carolina jasmine but it does attract some bees although not a lot that I've noticed. Here in the south it is fast
growing and doesn't require any upkeep in that it lives through drought and rain. Our temps get into the low 100's sometimes and we have extreme humidity. I've never planted it in a pot though. Mine is in the ground and is covering a fence that is probably 7 feet tall and 10 or more feet long. It is evergreen and blooms in the
spring, although I noticed today that with the strange weather we've had lately it's blooming right now.
As far as a mandevilla; in my area I've never seen them used as a fence cover unless it's a very short, in length, lattice type of fence. They are used here to cover mailboxes and home light posts.
