Looks like damage made by Flea Beetles. Brown, black or striped jumping beetles. Flea Beetlesmore at BeetlesControlling Flea Beetles: from http://www.ext.nodak.edu/county/cass/horticulture/inform/insects/fleabet.htmThe only practical method of controlling flea beetles is the use of garden insecticides. Garden dust or spray formulations of Sevin, Diazinon or Methoxychlor will give effective control of these beetles. Thorough and even coverage of the affected crop as well as the soil area around the plants is essential in controlling flea beetle infestation. If you are using dust, apply during periods of calm weather. Spray should be applied until it drips off the plants. Other insecticides labeled for flea beetles such as Tempo can also be used, but only for plants listed on the label. The active ingredient in Tempo is available in Bayer Advanced Garden Multi-Insect Killer. When using insecticide, mix and apply according to label directions. Be sure to read and follow pesticide label directions. I may have some sevin or diazinon in the garage. I hate to use it. Loads of birds go in my garden. I'll have to dust and then cover so they cant get in there.

**grumbles** eat MY taters will ya? You'll see. Grrrr. bugs! Wrennie, they aren't eating your potatoes or your tomatoes. They're making holes in the leaves. Do you have a use for the leaves? You're growing the tomatoes for the fruit and the potatoes for the tubers, so if there are holes in some leaves, is it worth using chemicals and keeping the birds out? Just another perspective for you to consider.

I used a premethrin spray.(made from chrysanthemums. Can use it up to the day of harvest) I hope the plants recover. I'm avoiding the chemi-dust-evil bug killer.

You might want to try a neem based insecticidal soap, such as Bon-Neem - which kills and helps to repel. Or, you could try Garlic Barrier.
Garlic Barrier is harmless to birds or other critters, and can be used safely on veggies. It's not a poison, it repels. The plant absorbs it and it continues to work for several weeks - even on new growth. The garlic odor can be smelled by humans for only a couple of hours. Another advantage is that mosquitos don't like it either, haha. (The only thing I've found that garlic barrier doesn't repel is those nasty Japanese Beetles.)

Might be sunburn, sun hits water droplets and refracts to burn the leaf. Never get mater leaves wet.
