What is a good long lasting fertilizer to use on my potted Knock Out roses?

try one with a high first number to promote blooms, high medium number to encourage more root growth, high first number to promote lots of foliage, depending on what you want. Can you grow the roses in the ground? I think they might do better in the ground than in a pot.

is the pot inside? I know potted roses, usually miniatures, are very popular up here for gifts, but they survive outside and i suggest that they be kept and grown outside. Maybe you need to repot, or maybe the soil doesn't drain well enough? You can use slow release fertilizer by mixing some inside the soil when you re pot. or use a water soluable fertilizer when you water.

Talking about mini rose, I wonder will it become bigger and grow into similar size as regular rose as years go by if I grow it outside?

I have mini roses growing outdoors in the ground. They stay mini. I am not familiar with your climate conditions there if minis are hardy outdoors in your zone.

I live in 6a zone but never planted mini- rose outside...they stay in pot and being kept as indoor plant...I just wonder what would it be if I plant it outside...probably won't change much then...thanks anyway!
